There is a reason why divide and conquer has persisted for thousands of years.
The justice system of Gotham may not consider itself as adhering to that philosophy, but what else is it? Their ultimate goal is to pull apart what we have carved out from what Gotham has once discarded--clear us out to once again make way for the so-call law-abiding citizens.
And on top that, what you describe is only insult to the injury.
